Joe Ghalbouni

I am passionate about helping organizations navigate the frontier where Quantum Computing, Artificial Intelligence, and High-Performance Computing (HPC) intersect with real-world impact.

My career began in academia. In 2014, I was appointed Assistant Professor, and in 2016 promoted to Associate Professor. During this time, I launched a research laboratory in quantum information science, developed collaborations, and designed and taught advanced courses in Quantum Computing and Communication at both undergraduate (L3) and master’s (M2) levels. These years gave me both the scientific depth and the pedagogical experience to explain complex ideas to diverse audiences.

In June 2021, I transitioned from academia to industry, and also joined the Quantum Strategy Institute (QSI) as Head of Risk. At QSI, I contribute to exploring how emerging technologies reshape industries such as finance, healthcare, and national security.

In the hedge fund industry, I led applied research at the intersection of innovation and execution: developing quantum-inspired models for portfolio optimization, building generative AI prototypes, and supporting the adoption of high-performance computing workflows for large-scale data analysis. This experience gave me a unique perspective on how emerging technologies can create tangible value — but also how their risks must be managed strategically.

In 2025, I launched my own consulting firm, Ghalbouni Consulting, with a mission to bridge the gap between advanced research and business execution. Through this firm, I now support enterprises and institutions with:
