Joe Ghalbouni

Joe Ghalbouni brings over 15 years of expertise in the area of quantum technology. Holder of a PhD in Quantum Communications from Télécom Paris in France (2013 graduate), Joe has been an associate professor of Physics at the Faculty of Sciences of the Lebanese University (since 2014), where he started a Quantum Computing research and teaching activity. Joe is the head of Cybersecurity Risk at the Quantum Strategy Institute, a non profit organisation helping enterprises navigate the quantum ecosystem. In 2021, Joe brought his expertise in Quantum to the hedge fund industry, particularly at Point72 Asset Management, as part of their Technology Innovation team. During his time there, Joe also led the Generative AI initiative, establishing a fully operational platform in production. In September 2025, Joe founded his own consulting firm Ghalbouni Consulting, aiming to bridge the gap between emerging technologies like Quantum, AI and HPC and enterprises, governments and other institutions. As part of his offering, Joe provides education, tailored roadmaps, cybersecurity quantum risk assessments, proof of concepts and PoC to Production strategies and CxO advisory.
